has been much debate over whether the Mexican consular
identification
card, or matrícula
consular, should be accepted as a legal form of identification
used to open a bank account or obtain a driver’s
license.
Q.Why
should I get a matrícula consular? A. These identification
cards are currently accepted as proof of I.D. in 13
states for the purpose of obtaining
driver’s licenses, as well as by 74 banks and 800
local law enforcement agencies. Bank of America, Bank
One, and Citibank now accept the cards, among others.
It’s also useful in many cases where I.D. is requested.
Q.Can I use a card in Missouri? A. Missouri does not
accept the card for driver’s
license applications, but it is useful in obtaining a
bank account. The matrícula consular is now accepted
as a form of identification for obtaining a driver’s
license in Pennsylvania, Delaware, North Carolina, Tennessee,
Indiana, Michigan, Washington, Oregon, Utah, New Mexico,
Iowa and Idaho.
Q.Why
do some U.S. citizens oppose the acceptance of the
matrícula consular? A. Some people fear
that this form of identification is too easy to obtain.
They think the cards will facilitate
identity fraud.
Q.Why do others support
its acceptance? A. One reason would be to give undocumented immigrants
the opportunity to become legal drivers. Supporters point
out that immigrants will drive without driver’s
licenses if they have no other alternative. This makes
roads unsafe for everyone and increases the number of
uninsured drivers.
Supporters also believe that immigrants deserve the chance
to open bank accounts and protect their money because
they pay taxes. Acceptance of the card by local police
departments will also prevent crime because immigrants
will be able to seek help from and collaborate with police.

can I obtain a matrícula consular card? A. In order to obtain
a consular I.D. for the first time, you must fill out
an application available at the nearest
Mexican consulate. In Missouri, that office is in Kansas
City. You must also present a birth certificate, one
other form of valid identification issued by a Mexican
authority, and a residence certificate such as a utility
bill in your name or a notarized letter that certifies
your place of residence. You must then also pay a small
